Are these compression trunks?

Why is there no drawstring?
A clean elastic waist is flatter and safer for a child in water. If your market expects a drawstring, specify it at tech pack stage.
Can they be worn as underwear under shorts?
They can, but the fabric is designed for water. For everyday wear a cotton-based trunk is more comfortable.
